In order to fulfil its mission of protecting and promoting public health, TFDA is organized into four Directorates and Zone offices .
At the top of the structure is the Permanent Secretary, Ministry of Health, Community Development, Gender, Elderly and Children, who is responsible for strategic issues with regards to the TFDA’s performance. S/he is accountable to the Minister responsible for health who is again advised by TFDA Ministerial Advisory Board (MAB).
Mr. Adam Mitangu Fimbo
ACTING DIRECTOR GENERAL
The Director General (DG) is the overall head of the organization and has the responsibility of overseeing the operations and performance of the Authority. The Director General's office is supported by three functional and one operational directorates. It is also supported by specialised units which are responsible for providing supportive services in areas not linked to the directorates. Furthermore, seven TFDA Zone Offices provide direct inputs to the regulatory decisions made by the Director General's office.
Mr. Adam Mitangu Fimbo who is the Acting Director General at TFDA is a Pharmacist holding MSc. degree in Clinical Trials from the University of London-U.K and MSc in Pharmaceutical Services and Medicines Control from the University of Bradford-U.K. He attained his Bachelor degree of Pharmacy at the Muhimbili University of Health and Allied Sciences.
Mr. Fimbo has pioneered the establishment and strengthening of an effective medicines regulatory system within TFDA embracing effective clinical trials control which in return enabled the Authority to be amongst the best Authorities in Africa. He also spearheaded a number of national and international collaborative projects/programmes in and outside Tanzania in the field of medicinal products regulation. Prior to his appointment as Acting Director General, Mr. Fimbo possessed an extensive experience at the level of management and directorship clocking to a decade where he served as the Director of Medical Products Control. In which he steered the medical products control system in Tanzania and their associated functions.
Directorate of Food Safety
Dr. Candida P. Shirima
Director, Food Safety
Directorate of Food Safety is responsible for ensuring safety and quality of food. The directorate therefore oversees implementation of all food safety control undertakings, which include regulating manufacture, importation, exportation, promotion, post-marketing surveillance and monitoring, inspection and enforcement, pre-market evaluation and registration of food premises and products, surveillance of food borne diseases and food risk analysis.
Dr. Candida P. Shirima is a holder of Doctor of Philosophy (PhD) degree from Sokoine University of Agriculture (SUA) with specialisation in food and nutrition sciences. She received her Bachelor of Science degree in Home Economics and Human Nutrition and Master of Science degree in Human Nutrition from SUA. She has been working in TFDA since 2004 and has enormous regulatory experience and knowledge in food safety control. Prior to her present position, she served as a Manager responsible for Food Risk Analysis and has led various food safety control initiatives. She has authored and co-authored various scientific publications in peer reviewed international journals.
Directorate of Medical Products Control
Mr. Akida Khea
Ag. Director, Medical Products Control
Mr. Akida Msallah Khea who is the Acting Director of Medical Products Control is a Pharmacist holding MSc. degree in Pharmaceutical Technology from Kings College of the University of London. His first degree in Pharmacy was from Kursk State Medical University.
During his career er within TFDA, Mr. Khea worked in several departments/sections and in collaboration with other staffs lead the process of establishing regulatory systems for control of cosmetics and medical devices in Tanzania. He headed the department of Cosmetics Evaluation and Registration between 2003 – 2008 as Head of the Section and from 2008 to 2012, He was the Manager for the Section of Medical Devices Registration and Enforcement. From 2013 to 2018 he was responsible for registration of human and veterinary medicines as the Manager of the Section.
Mr. Khea holds vast experience in areas of assessment of quality of medical products with a particular focus on medicines. He is also very experienced in the area of regulation of medical products as a whole. During his career, he has been able to strengthen systems for registration of medicines to an internationally recognized level. He was also extensively involved in designing and implementation of programmes and projects for harmonization of medicines registration in the East African Community.
This Directorate is responsible for regulation of all medicinal products (human, veterinary and herbal medicines), cosmetics, medical devices, in vitro diagnosis as well as antiseptics and disinfectants.This is done through thorough evaluation of quality, safety and efficacy, inspection and enforcement as well as post marketing surveillance of the regulated products. The Directorate is also responsible for control of clinical trials and Adverse Drug Reactions (ADR) monitoring and evaluation.
Directorate of Laboratory Services
Dr. Danstan Hipolite (PhD)
Director, Laboratory Services
Dr. Danstan Hipolite is a Pharmacist by profession and the Director of Laboratory Service at Tanzania Food and Drugs Authority (TFDA). He holds a Master degree in Pharmaceutical Sciences majoring in Drug Analysis and Quality Control from Ghent University, Belgium. He attained his PhD in Pharmaceutical Science with a research on Analytical Methods Development and Validation from Free University of Brussel, Belgium. Dr. Hipolite has vast experience in Medicine, Cosmetics and Medical Devices quality control with a career sparring from Laboratory Analyst, Head of Section forTechnical Support and Research and as a Manager for Medical Devices Testing and Technical Support.
This Directorate is responsible for conducting laboratory analysis of food, medicines and cosmetics and testing of medical devices and diagnostics for enhancing decision-making within the Authority.
Directorate of Business Support
Mr. Chrispin Severe
Director, Business Support
Mr. Severe is a Pharmacist by Profession. He holds a Master of Business Administration (MBA) majoring in Service Marketing from University of Dar es Salaam. He also holds a Post Graduate Diploma on Medicines Management in International Health and Diploma in Development Journalism ( from InWent Capacity Building Institute, Germany and Indian Institute of Mass Communication) respectively. Mr. Severe has worked as Director of Business Development since August, 2016. Prior to this position, he served at several technical and supporting positions within TFDA and the then Pharmacy Board including being Manager of Public Education and Customer Care, Public Education Officer and Drug Information Officer and also served as a Chairperson of TFDA’s Technical Committee on Post Marketing Surveillance (PMS) as well as a members of Editorial Committee and Premises Registration Technical Committee.
This Directorate is established to provide and enhance good management of TFDA’s resources and to give support to all technical operations of the Authority. It is involved with Planning, Monitoring and Evaluation, development and implementation of public education programmes and Customer Care services, Information and Communication Technology services, Finance and Human Resources and Administration activites.
